• Set your foreground and background to two different colours.
  • Select Filters > Sketch > Halftone Pattern.
  • Set Contrast to 50 and pick a size.(5 is good or more Pattern Type Line)
  • Rotate the canvas (Image – rotate canvas – 90 degrees CW)
  • Apply Poalr Coordinates. (Filter – Distort – Polar Coordinates – Rectangular to Polar)
  • That will make your starburst
